Beyond Kleptocracy

Appropriate Governance is a Viable US Exit Strategy in Afghanistan

فراسوی کلپتوکراسی: جکومت داری مناسب یک استرتیژی کارامد برای خروج امریکا از افغانستان / پروفیسر نظیف شهرانی*

خروج قوای ناتو از افغانستان و مشکلات جدی که افغانستان در عرصه های مختلف سردچار آن است، این سوال را مطرح میکند که آیا افغانستان قادر خواهد بود که به حیث یک دولت استوار و دموکراتیک روی پای خود بایستد؟ در پاسخ به این سوال باید واضح ساخته شود که علل و راه حل های وضعیت فعلی در کجاها جستجو شوند. نویسنده مقاله علت ها را در ساختار سیاسی ناکارامد و بیمار افغانستان میداند و اذعان دارد که باید راه حل ها نیز در سطح اصلاح سیستم سیاسی جستجو شود. به طور مشخص گسترش دموکراسی سازی در سطوح مختلف محلی از یک سو و گسترش قانونمندی، دیموکراسی و توزیع قدرت در سطح حکومت مرکزی اقدامات ضروری است که باید روی دست گرفته شوند.

Over three decades of war in Afghanistan have proven that achieving victory on the battlefield is easier than translating that victory into desirable political outcomes. The repeated failures of the US and its international and Afghan partners to establish an effective governance system in Afghanistan reflects the most neglected aspect of the US coalition’s exit strategy: developing an appropriate political system for a war-shattered multi-ethnic society.

The current consensus in the US media appears to be that there is no military solution to securing Afghanistan and that public sentiment is increasingly turning against the war. In England another mantra, “we must negotiate with the Taliban,” has been in vogue for much longer. The particular deceit used in the recent assassination of former President Burhanuddin Rabbani– who was to meet with “the bearer of an important message” from the Taliban – has clarified the prospects of peace talks with the Taliban. As Ata Muhammed Noor, Governor of Balkh province in northern Afghanistan and a powerful Rabbani ally, has said, holding peace talks with the Taliban “is utterly meaningless”. President Karzai, who insisted on continuing the peace process with the Taliban at Rabbani’s funeral, has since changed his mind and now wishes only to negotiate the Taliban’s handlers–the government of Pakistan.

بن دوم: وداع افغانستان با جامعه جهانی؟

Second Bonn Conference on Afghanistan is approaching with a number of facts to notice. The arrangements of the conference is different from the first one. Issues such as the transition program, the question of peace with Taliban, the representation in the conference make the context different. Messages that parties intend to send are also different this time. The Afghan government strongly shows its interest to be projected as the sole representative of the country. On the part of international community, the level of engagement is discussed to be revised in scale and nature. These all raise questions more than giving answers.

بالاخره ماه ها گماه زنی و تحلیل و صبر و انتظار به سر رسید و اینک در آستانه بر گزاری کنفرانس بن دوم قرار گرفته ایم. از مدت ها پیش قرار بود که یک کنفرانس بین المللی بعد از ده سال پیکار با تروریزم و تلاش برای تأمین ثبات و امنیت در مورد افغانستان بر گزار شود. اینک باز هم شهر بن آلمان است و پنجم دسامبر 2011 و یک اجلاس بین الملی دیگر در مورد افغانستان. مخاییل اشتاینر نماینده ویژه آن کشور درامور افغانستان به صورت گسترده ای شرایط برگزاری اجلاس بن دوم را فراهم ساخته است. وزیر خارجه المان آقای گاییدو وسترن ویل نیز پیشاپیش هفته های بر گزاری کنفرانس، ازپاکستان وافغانستان دیدار رسمی داشت. وی دراسلام آباد وکابل آمادگی المان را برای این نشست بین المللی اعلام داشت.

قرار است که این کنفرایس به ریاست افغانستان بر گزار شود. همین ریاست سمبولیک افغانستان مبین این نکته است که افغانستان کم کم باید برای ایفای نقش و تصدی مسئولیت های خویش آماده شود. مفهوم اصلی این کار این است که مدیریت کلان کشور درحضور بیش ازنود کشور وسازمانهای معتبر بین المللی متعهد می شود که امورامنیتی ونظامی افغانستان را پس ازسال 2014 رسما به عهده بگیرد. این سخن کاملا درست است که دراجلاس بن فقط موضوعات مربوط به 2014 به بعد مورد بحث وگفتگو قرار می گیرد ونه موضوعات دیگر.

دراجلاس بن، موضوع صلح با طالبان مطرح نیست و تا این لحظه مشخص شده که کسی بنمایندگی ازآنها شرکت نخواهد کرد این موضوع ازسوی طالبان وهم ازطرف افغانستان مکررا اعلام شده است که ازجانب طالبان نماینده ای درکنفرانس بن دوم اشتراک نمی کند. گرچه روز28 نوامبر دومقام برجسته المان یعنی وزراء خارجه ودفاع گفته اند که طالبان باید درگفتگوهای صلح شرکت نماید. اظهارات این دو مقام برجسته درآستانه کنفرانس بن دوم، این شبهه را تقویت بخشیده که موضوعات ممکن است تغییر کرده باشد ودراجلاس دو هیئت یکی ازطرف طالبان و دیگری ازسوی دولت افغانستان شرکت نما یند؛ اما با این حال، حد اقل شرکت علنی طالبان بعید به نظر می رسد. به دلیل مخالفت دولت افغانستان هیچ نماینده از جامعه مدنی، جامعه زنان، احزاب سیاسی نیز در نشست بن دوم شرکت ندارند.

The "Imperative" of Regional Cooperation

فشرده: همکاری منطقوی اکنون به عنوان یک راه حل برای مشکل افغانستان بر سر زبان هاست. تمام جوانب درگیر در مساله افغانستان اکنون زبان جانب داری از این پالیسی را انتخاب نموده اند. یک دلیل آن، نمود اخلاقی این پالیسی است: اینکه همکاری کردن از همکاری نکردن در هر حال بهتر است. دلیل دیگر آن می تواند نمونه های موفق همکاری منطقوی در سطح جهان باشد، به خصوص پروسه همگرایی اروپا. با وجود این، در پس این نمود اخلاقی احساسات و سیاست های ملی قوی نهفته است که می خواهد از پروسه همکاری منطقوی نیز به عنوان صحنه تبارز خود استفاده نماید. الگوی همگرایی اروپا مانند پروسه شکل گیری دولت ها در اروپا از بنیاد با پروسه های موجود در منطقه ما تفاوت دارد. این مقاله کوششی است برای باز کردن این مسایل به خاطر یافتن راه حل های بهتر.
Among many solutions and policies that are being proposed for Afghanistan, regional cooperation is a popular one now. One reason for this is perhaps its plausibility of projecting a moral appeal: that to cooperate is better than not to cooperate. This moral form has made all parties involved in Afghanistan, from the Afghan government, to the regional countries, to the international community, choose a language in favor to this idea. A part from this moral connotation, successful models of regional integration, namely the European Union, has been another motivation for the prevalence of this concept.

Yet this disarming moral truth might also be an indicator of the poor content of this concept, i.e. there is little into the idea of regional cooperation to debate and divide about. Unlike the simplicity of this concept, the problem of Afghanistan is a sophisticated one. The diversity of the dimensions of the problem  seems sometimes to be beyond the capture of the policy makers. On one hand, we have the resilience of the regional and global terrorism, the structure of which seems also not that simple to put it in conventional models. On the other hand, we have the trouble making neighboring countries of Afghanistan and their uneasiness about establishing a stable order in this country. In a broader context, we have the influence of anti-Western sentiments which even goes beyond the region. Not the least, we have the ineffective, corrupt and undecided government of Afghanistan which continues to disappoint expectations.

Editorial: Why Policy Journal? \ Ali Amiri

Media in Afghanistan may be described by the prevalence of a self-fulfilling set-up: they are either sheer reports of the incidents or ideological commentaries on events; they have little to do with a policy-oriented approach to the issues critical to our condition. Now it should be the time for this new look to be taken on. The policy approach to us is to acknowledge and appreciate the complexity of human condition, in all areas of relevance, including economics, politics, social affairs, women’s condition, development etc. This is an approach oriented on creating knowledge and finding breakthroughs and solutions.

On the other hand, the present is a critical time for Afghanistan and a world that is facing crises and transitions. Issues such as security, state, the role of the international community and regional cooperation, for Afghanistan, as well as questions of economic development, democracy, human rights and cooperation in a global context are examples that highlight the present situation.

This policy journal is an attempt to respond to this demanding need that has been there for a long time. “In Between” is supported by SORS, which is a think tank based in Afghanistan. The journal will soon develop through its pilot phase to more professional content and format.
به رغم ضرورت انکار ناپذیر مسایل پالیسی در افغانستان، نگاه به مسایل منطقه ای و کشوری از منظر پالیسی غایب بزرگ در مطبوعات افغانستان بوده است. بی تردید رسانه های الکترونیکی، صوتی و تصویری و چاپی در طول یک دهه گذشته رشد چشم گیر داشته اند، اما جای مسایل مربوط به پالیسی به جد در این ده سال خالی است. وبلاگ پالیسی گامی است در راستای رفع این خالیگاه.

تبیین پدیده های اجتماعی و از این رهگذر تولید معرفت و دانایی کار علوم اجتماعی است. توصیف و گزارشگری رخداد ها و وقایع روز مره موضوعات همگانی رسانه ای و ژورنالیستی است. اما نگاه معطوف به راه حل به مسایل گوناگون سیاسی، اقتصادی، فرهنگی و اجتماعی همان چیزی است که آن را نگاه از منظر پالیسی به مسایل انسانی می خوانیم. با پیچیدگی هایی که امروز جوامع انسانی از حیث شیوه های زندگی و برنامه ریزی یافته است مطالعه، نقد و بررسی پالیسی ها و همچنین طرح پالیسی های جدید در حوزه مسایل و معضلات انسانی اهمیت اساسی یافته است. اساسا مسایل انسانی امروزه چیزی جز رشته از پالیسی های مختلف در حوزه های مختلف نیست. جدی گرفتن مسایل پالیسی در واقع به معنای جدی گرفتن مسایل انسانی در مناسبات پیچیده حاکم بر روزگار ما است. اما در شرایط خاص و دوره های گذار مانند وضعیتی که اکنون جامعه ما در آن به سر می برد، توجه به مسایل پالیسی اهمیت چند برابر می یابد. بررسی جدی مسایل پالیسی روند گذار را تسریع می کند، پالیسی های طرح شده درحوزه های مختلف، برنامه ها را شفاف و قدرت تصمیم گیری جامعه را افزایش می دهد. در مقابل غیبت نگاه از منظر پالیسی به مسایل، روند تصمیم سازی را در کشور کند و معیوب می سازد، ظرفیت ها و توانایی های اقتصادی را مغفول می گذارد و جهت گیری کلی وکلان جامعه را دچار ابهام و آشفتگی می نماید. نگاه پالیسی نگاه عمل گرایانه وعلت جویانه است.

در طی ده سال اخیر فضای مطبوعاتی ما عمدتا تحت تأثیر دو پدیده قرار داشته است: یکی گزارشگری و توصیف و دیگری ایدئولوژی. مطبوعات ما یا گزارشگر محض بوده یا اینکه در بهترین حالت تفسیر ایدئولوژیک از قضایا ارایه کرده است. اما نگاه معطوف به پالیسی و از منظر پالیسی نداشته است. اینک وقت آن رسیده است که به مسایل افغانستان، منطقه و جهان از منظر پالیسی سازی نگاه جدی تر بیندازیم.
